Ted Galen Carpenter is vice president for defense and foreign policy studies at the Cato Institute in Washington, D.C. He is the author of Peace & Freedom: Foreign Policy for a Constitutional Republic (September 2002); The Captive Press: Foreign Policy Crises and the First Amendment (1995), Beyond NATO: Staying Out of Europe's Wars (1994), and A Search for Enemies: America's Alliances after the Cold War (1992). He has edited more than ten books on defense and foreign policy issues, is the author of more than 200 journal, newspaper, and magazine articles, and has contributed 22 chapters to foreign policy collections. He is a frequent guest on radio and television programs in North America, Europe, East Asia and other regions, including CBS Evening News, NBC Nightly News, Voice of America, BBC television and radio, C-Span, and more. Dr. Carpenter received his B.A. and M.A. in U.S. history from the University of Wisconsin--Milwaukee and holds a Ph.D. in U.S. diplomatic history from the University of Texas. He is a member of the Council on Foreign Relations and the editorial boards of Mediterranean Quarterly and the Journal of Strategic Studies.
