The major resistance to structural change in Greece, is located precisely where the stakes are highest: in the state controlled sector, where the much needed process of deregulation and privatization has proceeded at a snails pace. The fiercest opposition to change has been in the area of privatization, precisely because it involves shrinking the labor force employed by the state sector and,hence, threatens powerful entrenched interests. The objective environment in which Greece is operating as a result of its entry into the European union( and through it into an increasingly global economy) makes structural reform a nonreversible policy option for the country. In current circumstances going it alone is hardly an option, even for large and powerful states.
