BERLIN (Reuters) - Germany is pushing for Greece to relinquish control over its budget policy to European institutions as part of discussions over a second rescue package, a European source told Reuters on Friday.

"There are internal discussions within the Euro group and proposals, one of which comes from Germany, on how to constructively treat country aid programs that are continuously off track, whether this can simply be ignored or whether we say that's enough," the source said.

The source added that under the proposals European institutions already operating in Greece should be given "certain decision-making powers" over fiscal policy.

"This could be carried out even more stringently through external expertise," the source said.

The Financial Times said it had obtained a copy of the proposal showing Germany wants a new euro zone "budget commissioner" to have the power to veto budget decisions taken by the Greek government if they are not in line with targets set by international lenders.

"Given the disappointing compliance so far, Greece has to accept shifting budgetary sovereignty to the European level for a certain period of time," the document said.

Under the German plan, Athens would only be allowed to carry out normal state spending after servicing its debt, the FT said.

"If a future (bail-out) tranche is not disbursed, Greece cannot threaten its lenders with a default, but will instead have to accept further cuts in primary expenditures as the only possible consequence of any non-disbursement," the FT quoted the document as saying.

The German demands for greater control over Greek budget policy come amid intense talks to finalize a second 130 billion-euro rescue package for Greece, which has repeatedly failed to meet the fiscal targets set out for it by its international lenders.

CHAOTIC DEFAULT THREAT

Greece needs to strike a deal with creditors in the next couple of days to unlock its next aid package in order to avoid a chaotic default.

"No country has put forward such a proposal at the Eurogroup," a Greek finance ministry official said on condition of anonymity, adding that the government would not formally comment on reports based on unnamed sources.

The German demands are likely to prompt a strong reaction in Athens ahead of elections expected to take place in April.

"One of the ideas being discussed is to set up a clearly defined priorities on reducing deficits through legally binding guidelines," the European source said.

He added that in Greece the problem is that a lot of the budget-making process is done in a decentralized manner.

"Clearly defined, legally binding guidelines on that could lead to more coherence and make it easier to take decisions - and that would contribute to give a whole new dynamic to efforts to implement the program," the source said.

"It is clear that talks on how to help Greece get back on the right track are continuing," the source said. "We're all striving to achieve a lasting stabilization of Greece," he said. "That's the focus of what all of us in Europe are working on right now."

«Αν είχα τη δυνατότητα να διαλέξω το χρώμα του δέρματός μου, τότε θα επέλεγα να είχα γεννηθεί μαύρος». Αυτό δήλωνε αρχές της δεκαετίας του ’50 ο μεγάλος bluesman Johnny Otis, που όχι μόνο δεν ήταν μαύρος αλλά δεν ήταν καν Αμερικανός.

Ηταν Ελληνας, έγραψε το όνομά του με χρυσά γράμματα στη «Βίβλο της μουσικής» και έγινε παγκοσμίως γνωστός ως «Νονός του rhythm & blues». Την περασμένη Τρίτη άφησε την τελευταία του πνοή, σε ηλικία 91 ετών.

Γεννημένος το 1921 από Eλληνες μετανάστες γονείς στο Vallejo της Καλιφόρνιαw, ο Ιωάννης-Αλέξανδρος Βελιώτης, όπως ήταν το πραγματικό του όνομα, μεγάλωσε σε μια φτωχή αφροαμερικανική συνοικία, γαλουχήθηκε και αγάπησε τους ακατέργαστους blues ήχους των μαύρων.

Τραγουδιστής, μουσικός, παραγωγός, DJ και συνθέτης, ο «δικός μας» Johnny Otis έζησε μια ζωή γεμάτη επιτυχίες, συνεργάστηκε και ανέδειξε μερικά από τα πιο τρανταχτά ονόματα του παγκόσμιου μουσικού στερεώματος, όπως η Etta James, o Jackie Wilson, ο Hank Ballard και η Big Mama Thornton, ενώ πολέμησε τη φυλετική αδικία μέχρι το τέλος της ζωής του, που ήρθε την περασμένη Τρίτη, όταν άφησε την τελευταία του πνοή, σε ηλικία 91 ετών.
Από τους πρωτοπόρους του αμερικανικού rhythm & blues και του rock’n’roll, ο Johnny Otis ξεκίνησε την καριέρα του παίζοντας ντραμς σε swing σχήματα της δεκαετίας του ’30, ενώ στα μέσα της δεκαετίας του ’40 δημιούργησε τη δική του μπάντα. Το 1951 ο Johnny Otis «μετακομίζει» στη δισκογραφική εταιρεία Mercury, όπου εργάζεται ως παραγωγός χαρίζοντας δεκάδες Nο 1 επιτυχίες στους καλλιτέχνες με τους οποίους συνεργάζεται, όπως το κλασικό «Hound Dog» της Big Maama Thornton, που λίγα χρόνια αργότερα διασκευάστηκε από τον «βασιλιά του rock’n’roll» Elvis Presley, ενώ το 1959 ανεβαίνει στην κορυφή των charts με τη μπάντα του και το κομμάτι «Willie and The Hand Jive» που έχει διασκευαστεί από δεκάδες μουσικούς, μεταξύ των οποίων ο Bo Diddley και ο Eric Clapton.

Κατά τη διάρκεια της καριέρας του ο Otis όχι μόνο αναδείχτηκε ως ένας από τους πιο σημαντικούς bluesman της μεταπολεμικής περιόδου, αλλά κατάφερε να ξεχωρίσει για τις τολμηρές ραδιοφωνικές του εκπομπές με τον τίτλο «The Johnny Otis Show», που σε πείσμα των καιρών παρουσίαζαν τις δισκογραφικές δουλειές μαύρων καλλιτεχνών, οι οποίες εκείνη την εποχή θεωρούνταν… επικίνδυνες και απαγορευμένες για τη συντηρητική αμερικανική κοινωνία.

Μεγαλωμένος σε γειτονιές Αφροαμερικανών, ο Otis υπερασπίστηκε τα δικαιώματά τους. Μάλιστα εργάστηκε ακόμη και ως συντάκτης στη «Sentinel», μία από τις μεγαλύτερες σε κυκλοφορία «μαύρες» εφημερίδες της Καλιφόρνιας, ενώ το 1994 το ανεκτίμητο έργο του μεγάλου μουσικού επιβραβεύτηκε με τον καλύτερο τρόπο, όταν ο Johnny Otis ανακηρύχτηκε επίσημο μέλος του περίφημου «Rock’n’Roll Hall Of Fame».

Γιος Ελλήνων μεταναστών, με πατέρα μπακάλη και μητέρα ζωγράφο, ο Ιωάννης Βελιώτης πέρασε στο πάνθεον της ιστορίας και άφησε πίσω του μια αξεπέραστη μουσική παρακαταθήκη που ακόμη και σήμερα παραμένει άφθαρτη στο πέρασμα των χρόνων. Το έργο του συνεχίζει ο γιος του Shuggie Otis, που μυήθηκε από τον πατέρα του στους ήχους του rhythm & blues.

LONDON/ATHENS (Reuters) - The representatives of Greece's private creditors left Athens unexpectedly on Saturday without a deal on a debt swap plan that is vital to avert a disorderly default, sources close to the negotiations told Reuters.

Negotiations will continue over the phone during the weekend but it is unlikely that an agreement can be clinched before next week, the sources said, as Athens races against the clock to strike a deal.

A lot of progress has been made on the details of the plan during talks between Athens and Institute of International Finance chief Charles Dallara, sources say, but any deal needs the approval of the IMF and euro zone countries, who insist on a substantial cut in the debt load.

The IMF and EU countries, and in particular the bloc's paymaster Germany, want to make sure the deal puts Greece's derailed finances back on a sustainable track before they agree to a new, 130-billion euro bailout, which is also crucial to avoid a messy default.

The IMF insists the debt swap deal must ensure Greece's debt burden will be cut to 120 percent of GDP by 2020 from 160 percent now, as agreed at an EU summit in October, and has warned that this is made more difficult by the fact that Athens' economic prospects have deteriorated since.

"Things are complicated, we are getting closer on the numbers but there is still quite some work ahead," one source close to the talks said. "Discussions will continue over the phone this weekend but an agreement is unlikely before next week, if there is an agreement at all."

A meeting Monday of euro zone finance ministers will be crucial for the debt swap talks.

"We will want to test the waters among member states because given the complex connections between private sector and official funding elements, we have to have the backing of member states for a deal," a senior EU source told Reuters.

"The outcome in terms of achieving the debt-to-GDP target will depend on how the debt sustainability analysis is constructed, which is not a precise science but at most a form of art," the source said.

A new analysis of Greece's debt sustainability could be ready before Monday's Eurogroup, or by mid-week, the source said.

The IIF said on Friday that the elements of the deal were coming into place, adding: "Now is the time to act decisively and seize the opportunity to finalise this historic deal and contribute to the economic stability of Greece, the euro area and the world economy."

The statement seemed to be addressing Greece's official lenders, the EU and the IMF, who have driven a hard bargain behind the scenes of the negotiations, insisting that the deal must slash Greece's debt substantially, sources in Athens said.

"The euro zone ministers will examine the proposal and say whether we have a deal. If they say we don't, we're back to the negotiating table," said a banking source close to the talks.

Private bondholders will likely take a hit of 65 to 70 percent on their holdings, with Greece's new bonds featuring 30-year maturity and a progressive coupon, or interest rate, averaging out at 4 percent, another banking official close to the talks told Reuters.

A 15 percent cash sweetener will be made up of short-term bonds from Europe's temporary bailout fund, the European Financial Stability Facility (EFSF), two sources told Reuters.

Haggling over the coupon had held up the long-running talks as Greece raced to wrap up an agreement, raising the prospect of a messy default when Athens faces 14.5 billion euros ($18.5 billion) of bond repayments in March.

Philips's beehive concept - an urban home for the 21st Century bee



The collapse of honey-bee colonies is bad news. Seventy-four out of 100 different crop types that account for 90 percent of the global food output are pollinated by bees, but the direct cause of the phenomenon called the Colony Collapse Disorder remains unknown. Efforts are being made to bring the bee population back to a healthy level with city councils around the world encouraging the 3000 year old practice of keeping bees in cities. While not proclaiming to solve large scale crop pollination problems, Philips has turned its know-how to the equation with this futuristic concept catering for the needs of the urban beekeeper.

The Urban Beehive concept is a part of the Microbial Home Project - Philips's effort at creating a domestic ecosystem of innovative design solutions to cleaning, energy, human waste, lighting and food preservation. The house is viewed as a biological machine capable of filtering, processing and recycling what we would normally think of as waste.

The bees enter the glass pane mounted beehive via an entry tunnel located just above a welcoming pollen-filled flowerpot. On the inside the bees encounter a set of honeycomb structures that they use to lay their larvae, as well as store honey and pollen. If you'd rather not meet the bees in person, you can simply watch them toil away safe in the knowledge that there is a gradient-tinted glass barrier between you and the laborious critters (only the orange wavelength of light which is invisible to bees gets through the glass). And if you feel adventurous enough to actually remove the glass cover and collect some honey, you can calm the bees down by releasing smoke into the hive at the pull of a cord.

Philips' idea has one big advantage over the existing urban beekeeping solutions. Jason Neufeld's ceramic Bombus Shelters or the Beehouse from Omlet UK may be equally stylish and foolproof, but they have the drawback of requiring a backyard. To install the urban beehive, all you need is a window. That said, the Philips design is still at the concept stage.

Mr. Malya Peter, a beekeeper asked by Philips to evaluate some early renders of the concept, says the solution could be used for educational purposes but points out that it is not suitable for large scale honey production and that in the long run it would not be sustainable due to low mass of bees. For a sustainable colony (one that does not have to be fed with nectar) you need three kilograms of bees (one kilogram is 30 to 50 thousand insects). Also, regardless of the colony size, the hives need some maintenance at least once a year. This is not to say that the concept is unfeasible, but it may require slightly more skill and attention than the untrained amateur urban beekeepers may be able to offer.

We do see the merits of keeping bees in cities. It's a win-win situation. Bees get a cosy place to stay, the environment benefits from increased pollination, and the nature-deprived city dwellers get to observe the marvelous world of bees from their living rooms, which in itself provides great therapeutic value. And let's not forget the free honey.

It would certainly be interesting to see this idea turned into reality.
